employee Details” screen captures all the relevant information of a
Regular / Re-employed / Deputation employee who is appointed to a
substantive vacancy on regular basis and who draws on a regular scale
of pay as per the service rules governing the post.<br />

To fill the “Regular Employee Details” form, please follow the below

in state/central Government and joined back after

<li>Once the data is submitted the DDO cannot edit the Regular employee screen. </li>

Once DDO enters the DDO code and given password and press on “Go”
system will ask for Change Your Password window, where DDO has to enter
the old password (dataentry) against Old /Current Password and against
new password DDO has to enter new password (Which is easy to remember)
and the same password has to be retyped against “Re-type password”

5. Click “Submit” button as shown in the above image. After successful
creation of new password, a DDO must re-login using his ID and new
password. On login, a window appears which requests DDO to enter their
“Mobile No.” and “Email ID” in the given fields and click “Submit”

6. A onetime password (OTP) will be generated and an SMS will be sent
to the given mobile number by the system. That particular SMS will
contain a 4 Digit pin (OTP) the same pin number has to be entered in
the screen requesting the OTP and click on “Go” button.<br />

7. On clicking the “Go” button, DDO will be re-directed to “Thank you”
screen. DDO must click “Continue” to complete first time login
formalities and enters the “Home” page of the application.<br />

The web application incorporates specific DDO roles for greater
security. A DDO can have one or more of the following roles. These
roles control the content that DDOs can view and the activities that
they can perform in the system.<br />

This Employee data capturing application mainly contains two key roles to be played by<br />

<li>Employee</li>

prominent role is played by DDO in terms of capturing important
information like Office address details and also filling up the data in
online application submitted by employees after verification of the
details with Service Registers, Pay Bills etc.<br />

manually fills in all the required information’s and submits the forms
to DDO to capture the same in the application with self-declaration

DDO has to start filling the application by clicking on “Data Entry”
button where DDO will come across a drop down menu as show below.<br />
<br />
<b><span style="color: blue; font-family: Georgia,Times New Roman,serif;">Data Entry</span></b><br />
In employee data capture application, under “Data Entry” tab menu DDOs
will get the options of different employee type forms to be filled in
by a DDO. Following are the types of forms available under “Data Entry”
tab<br />
<b>a. Office Address</b><br />
“Office Address” is the screen to capture the all the required details
of the Office where a Drawing and Disbursing Officer (DDO) is currently
working and official and personal information about the Head of the
Office (HOO) and DDO.<br />
<br />
<b>b. Subordinate Office Address</b><br />
“Subordinate Office Address” is the screen to capture the information
pertaining to the offices where DDO is drawing salary for the office
for which physically located other than DDO Office. If the Subordinate
Offices are more than one, DDO must enter all the Subordinate Office
Address details.<br />
<br />
<b>c. Next Higher Office Address Details</b><br />
“Next Higher Office Address” is the screen to capture the information
pertaining to the Office to which the HOO reports administratively and
Office in which located where DDO is there.<br />
<br />
<b>d. Mapping of Head of Accounts (HOA) to Concerned DDO</b><br />
“Head of Account mapping” is the screen to capture the relevant Head of
Accounts data with “√” by the DDO under which employee’s salary is
claimed.<br />
<br />
<b>e. Regular Employee Details</b><br />
“Regular employee Details” screen captures all the relevant information
of a Regular/Re-employed/Deputation employee who is appointed to a
substantive vacancy on regular basis and who draws on a regular scale
of pay as per the service rules governing the post.<br />
<br />
<b>f. Grants- in-Aid Institutions Employee Details</b><br />
“Grants- in-Aid Institutions Employee Details” screen captures the
information about a Grant in Aid employee who is basically appointed in
the institutions aided and funded by the Government.<br />
<br />
<b>g. Contract Employee Details</b><br />
“Contract Employee Details” screen captures all the information about a
contract employee who is appointed by agreement /contract as per the
provisions made out in the agreement and draws the salary on
consolidated basis.<br />
<br />
<b>h. Outsourced Employee Details</b><br />
“Outsourced Employee Details” screen captures all the information of
the outsourced employees i.e. the man power supplied by the identified
outsourcing agencies as per the contract.<br />
<br />
<b>i. Work Charged Employee Details</b><br />
“Work Charged Employee Details” screen captures all the information
related to the employees who are engaged in work charged establishments
and being paid as per the work establishment.<br />
<br />
<b>j. NMR and Other’s Details</b><br />
“NMR/Full Time Cont./Part Time Cont./Consolidated Wages/Daily Wages
Employee Details” screen captures all the information related to the
employees appointed for a specific period of time and who are paid on
consolidated basis.<br />

<b>k. Home Guards/Anganwadi Etc</b><br />
“Home Guards/ Anganwadi Worker/ Anganwadi Helper/ ASHA/ Gopal Mitra/
Adarsh Raithu/ Vidya Volunteer/ Other Details” screen captures all the
information of the Home Guards, Anganwadi workers, Anganwadi Helpers,
ASHA, Gopal Mitra, Adarsh Raithu, Vidya Volunteer, Village Samakya,
Mandal Samakya, Zilla Samakya Village Servants, Village Revenue

1. The DDOs have to login to the website “<a href="https://fdp.cgg.gov.in/">https://fdp.cgg.gov.in</a>”  by
using their existing log-in ID (DDO code) issued by the Director of
Treasuries and Accounts (DTA) using the default password “dataentry”.<br />
<div class="separator" style="clear: both; text-align: center;">
</div>
<br />
2. After the first login the DDO has to change the password and set a
new password.  The system has been designed to provide for change of
password by the DDOs. They may remember the password and should not
disclose to anyone to maintain integrity in dataentry. The DDOs will be
held responsible for any errors in dataentry if any passwords are
misused or the data is entered without the knowledge of the DDOs.<br />
<br />
3. After setting the new password, the DDO has to first enter the
details of his own office and the details of the subordinate offices if
any and also the details of the next higher office to which the unit
office in which the DDO works will report.  He has to complete this
within 3 working days, in any case not later than 24.12.2013.<br />
<br />
4. After finishing the entry of the above data, the DDO has to go
through the user manual available on the website for a better
understanding of all the fields of different screens intended to
capture the data of different categories of employees.<br />
<br />
5. He should download all the forms available on the website and take
printouts in sufficient numbers and distribute copies to all the
employees with instructions to submit the filled in forms within three
working days. The employees may also be instructed to submit the
following documents in digital form along with the filled in
application:<br />
<br />
<ul style="text-align: left;">
<li>(i) Copy of ICAO-compliant photograph of the employee and of each beneficiary for issue of health cards. </li>
<li>(ii) Copy of Aadhar Card or Aadhar Card enrolment receipt for each beneficiary.</li>
<li>(iii) For beneficiaries who are below five years if Aadhar Cards or
Aadhar Card enrolment receipts are not available, birth certificate
issued by the appropriate authority may be furnished.</li>
<li>(iv) In case any family member or dependent suffers any disability,
the disability certificate issued by the competent authority has to be
submitted.</li>
<li>(v) If (ii), (iii) and (iv) documents above are not immediately
available, remaining data may be entered without awaiting the
documents. In such cases, employee be instructed to submit them before
January 31, 2014.</li>
</ul>

6. The DDO has to verify the details furnished by the employee with the
entries available in the Service Register of the employee and
authenticate the data to be uploaded. He should countersign each form
submitted by the employee before the commencement of the dataentry.<br />
<br />
7. After completion of the dataentry the DDO has to take a printout
through the application and countersign it duly verifying with the
forms submitted by the individuals.  These copies may be given to the
individual for confirmation.  If any discrepancy is pointed out by the
individual after due verification with the records necessary
corrections may be made any time before the data is finally submitted
to the Finance Department.  After the data is finally confirmed by the
individual his signature may be obtained on the printout.  The DDO may
counter sign and send a copy of this to the Treasury Officer/PAO along
with the pay bill.<br />

8. The DDO has to prepare a list of all employees under different
categories and ensure that relevant forms are supplied to the employees
under acknowledgement and ensure that the data of all employees is
uploaded.  For this purpose he has to prepare a checklist containing
the names, the dates on which forms were given, the dates on which
forms were returned, the date of countersignature, the date of
dataentry, the date of countersignature of the printout after
completion of the dataentry of each employee and the date on which copy
of the countersigned forms submitted by the employee and countersigned
hard copies of the data entered are sent to the Treasury Officer / PAO.<br />

The Government is in the process of operationalising Comprehensive
Financial Management System (CFMS) in order to establish state-of-the
art IT applications for effective public financial management, for
providing seamless and dynamic interface with all stakeholders and
facilitate real-time resource management, both financial and human. The
CFMS will usher in automation of all government processes relating to
preparation of budget, release of funds, incurring of expenditure,
processing of bills by the DDOs and the Treasuries, preparation of
accounts, maintenance of electronic data, etc.<br />
<br />
2.The Human Resources Management System (HRMS) is also included in the
CFMS Project for the benefit of all government employees. The HRMS
component of CFMS will automate all processes relating to the entire
gamut of monetary and non-monetary entitlements of the employees;
assessment of vacancies, recruitment authorisation and electronic
registration of all new entrants to public service; preparation of
panels for promotion; issues relating to pay fixations, revisions of
Pay Scales, etc.; maintenance of Service Registers (E-Service
Registers); generation of Pay Rolls and timely payment of retirement
benefits, sanction of leave, timely release of increments, etc., <br />
<br />
3.In the G.Os first and second read above, the Government has issued
orders introducing the Employees’ Health Scheme (EHS) and issue of
Health Cards to the employees, their family members and dependents, for
cashless treatment at empanelled hospitals.<br />
<br />
4.In order to implement the HRMS and issue of Health Cards, the
Government has decided to collect the data of all Government Employees
online through a Web-based application established by the Finance
Department Portal. It has been decided to collect the data directly
from all the Drawing and Disbursing Officers (DDOs) to obviate delay in
the matter.<br />
<br />
5.In addition to the data of regular Government Employees,  Government
has decided to collect the data relating to the grant-in-aid employees,
adhoc personnel, honorary workers, work-charged staff, contingent
employees, contract personnel, those hired on outsourcing basis through
contractors, and all other miscallaneous functionaries who are directly
or indirectly providing services to the government, in order to have a
comprehensive database of all the human resources of the State, as this
information is required by the Finance Commission, C&AG,

to time and to enable the government to formulate evidence-informed
policy for efficient management of its human resources.<br />
<br />
6.In this context, the Government hereby direct all the Drawing and
Disbursing Officers (DDO) in the state to furnish the data relating to
all employees mentioned above through web-based application by logging
in to the Finance Department portal at <a href="https://www.blogger.com/%E2%80%9Chttps://fdp.cgg.gov.in">“https://fdp.cgg.gov.in</a>”  by
using their existing log-in ID (DDO code) issued by the Director of
Treasuries and Accounts (DTA) using the default password “dataentry”.
The detailed instructions are given in the annexure to this order. The
relevant forms and the User Manual are available in the website
mentioned above. The helpline numbers are also indicated in the above
mentioned website for the benefit of the DDOs and other employees.<br />
<br />
7.While the individual employee has the responsibility for providing
the entire information relating to himself / herself by certifying the
datasheet that would be provided by the DDO, the principal
responsibility for validating the information with reference to the
Service Register and uploading the required information duly ensuring
its correctness is vested with the concerned DDO.<br />
<br />
8.The Head of the Office (HoDs) of all government departments shall
ensure that the data relating to regular employees, adhoc personnel,
part time and full time contingent staff, NMRs, honorary workers,
contracted personnel and the personnel hired on outsourcing basis has
to be entered by the Drawing and Disbursement Officers (DDO) at all
operational levels. They should also furnish the information of the
grant-in-aid employees (GIA), if any, under their control. They should
ensure that the details of all employees including those who are on
long leave, under suspension or unauthorised absence shall also be
furnished.  In such cases the DDOs may furnish the available details
based on the information contained in the Service Register. If any
difficulty is experienced in uploading the data, the same may be
brought to the notice of the Treasury Officers/PAO concerned who will
make necessary arrangements for uploading the data.<br />
<br />
9.The DDOs shall complete the data entry on or before January 5th 2014.
All DDO shall ensure that the required data-forms are printed and
supplied to all employees and other functionaries for whom they are
drawing and disbursement officers, including subordinate offices and
staff.<br />
<br />
10.The Government directs that head of all departments (HoDs) shall
coordinate, supervise and monitor the entire data collection and data
entry processes closely. All District Collectors are hereby directed to
coordinate, monitor and provide feedback to the government on
day-to-day basis. The Pay and Accounts Officer (PAO), Director of
Treasuries and Accounts (DTA) and the Director of Work Accounts shall
instruct their staff to liaise with the concerned departmental heads at
the state and district levels and the DDOs and provide necessary
logistic and operational support.<br />
<br />
11.The Government hereby instructs that the pay and allowances for the
month of January 2014 of the employees who fail to submit their data to
the DDOs by December 24th 2013 and the pay and allowances of DDOs who
fail to upload the data by January 5th 2014, will be claimed only after
they submit their data.<br />
<br />
12.The Administrative Departments and the Heads of the Department shall
issue necessary instructions to the subordinate officers under their
control to complete the dataentry within the stipulated time.<br />
<br />
13.The Registrar General of the High Court of Andhra Pradesh may issue
necessary instructions to all the subordinate courts/tribunals under
their control to complete the dataentry within the stipulated time.<br />
<br />
14.The District Collectors are instructed to convene meeting of the
unit officers of all the departments in the district and review the
progress and issue necessary instructions for timely completion of the
data entry.<br />
<br />
15.The Treasury Officers and the Pay and Accounts Officers shall
download sufficient number of copies of this order and serve to all the
DDOs in their audit jurisdiction, duly obtaining an acknowledgement
from them. They shall convene a meeting of all the DDO / Heads of
Office and to give necessary guidance to them on the application. They
shall also monitor the progress of data entry in the offices under
their audit jurisdiction and inform the status to the Finance

1. In the G.O. first read above the General Administration (Services-A)
Department issued orders adopting an annual calendar for recruitments
and prescribed a schedule for estimation and notification of vacancies
for recruitment. It was ordered that all departments should follow this
schedule. In the G.Os. second to fifth read above orders were issued
according permission to fill certain vacancies in different categories
including the categories that are classified as Group-I, Group-II and
Group-IV Services, other gazetted, non-gazetted and technical
categories in various departments through direct recruitment by the
relevant recruiting agencies. Several secretariat departments have sent
further proposals for filling vacancies in various categories meant for
direct recruitment in the departments and institutions under their
administrative control.<br />
<br />
2. After careful examination of the proposals of the departments and
keeping in view the actual requirement with reference to the nature of
work and activities of the departments and the overall financial
implications, the Government hereby accord permission to fill Twenty
Six Thousand Three Hundred and Ninety Five (26,395) vacancies in
different categories in various departments, Corporations through
direct recruitment by the relevant recruiting agencies, as shown in the
Annexure to this order.<br />
<br />
3. The Secretary, Andhra Pradesh Public Service Commission shall take
appropriate steps for filling the above vacancies through direct
recruitment by obtaining the details, such as zone/ district wise
vacancy position, roster points and qualifications, etc., from the
concerned authorities in the prescribed proforma. The Andhra Pradesh
Public Service Commission shall issue schedule for recruitment
expeditiously and issue notification accordingly.<br />
<br />
4. All administrative departments and the Heads of Departments,
Managing Directors concerned shall furnish details of all vacant posts
authorized in this order, including the zone/district wise vacancy
position, roster points and qualifications, etc., to the recruiting
agencies immediately under intimation to Finance Department.<br />
<br />
5. For the posts authorized to be filled by the Departmental Selection
Committees, and the corporations, the administrative departments of
secretariat and the heads of departments concerned and the corporations
as the case may be, shall take necessary action for filling the
respective posts duly following the Rule of Reservation, the provisions
of the Presidential Order and the provisions of the Service Rules
applicable to the relevant posts. They shall adopt a transparent
selection procedure based on written test for the purpose. The
departments shall obtain specific orders on the composition of the
selection committee, selection process and other issues related to the
recruitment process duly following the rules of business by routing the
file through the Finance Department before undertaking the recruitment
by the departmental selection committees.<br />

<b>ORDER:-</b><br />
In the ref 1st read above, the Government of India as part of
“Strengthening and Restructuring of ICDS Scheme” has proposed a minimum
six hours of working of Anganwadi Centres (AWCs) to provide different
services such as health, nutrition and early learning to the children
below 6 years, pregnant women, lactating mothers and adolescent girls.<br />
<br />
2. As per existing Government orders, the timings of Pre-School in Anganwadi Centres is from 9.00 am to 1.30 pm.<br />
<br />
3. In the ref.5th read above, the Commissioner, Women Development &
Child Welfare Department, Hyderabad stated that there has been a demand
from the parents to revise the schedule of Pre-School in Anganwadi
Centres and extend it upto 4.00 pm as children could be taken care of
till the time they return from work. From the data available in the
State there has been reduction in the number of 3-6 years children
enrolled in Anganwadi Centres in Pre-School and many parents are
shifting their children to private schools as these function from 9.00
to 4.00 pm.<br />
<br />
4. The Commissioner, Women Development & Child Welfare Department,
Hyderabad has stated that there is a need to extend the timings of
Pre-School in the AWCs upto 4.00 pm for the following reasons:<br />
<br />
<ul style="text-align: left;">
<li> The need of working parents will be met due to extension of timing
of Pre-School in Anganwadi Centres and they may send their children to
Anganwadi Centres instead of private schools.</li>
<li>Nutrition and early learning during 3-6 years of age in children is
critical for further growth and development. This is the period during
which habit formation and cognitive learning takes place and therefore
there is need to strengthen the Pre-School activities and improve the
enrollment in the AWCs.</li>
<li>As part of “Strengthening and Restructuring of ICDS” the GOI is
focusing on strengthening of Anganwadi Centres as “Vibrant ECD (Early
Childhood Development) Centre” to become the first village outpost for
health, nutrition and early learning. Accordingly cost of pre-school
kits has also been enhanced from Rs.1,000/- to Rs.3,000/-. Further the
cost of supplementary nutrition has been enhanced from Rs.4/- per child
per day to Rs.6/- and now snacks and hot cooked food are being provided
to children attending Pre-School which will fit in the pattern of
extended hours.</li>
</ul>

5. The Commissioner, Women Development & Child Welfare Department,
Hyderabad has therefore stated that it is desirable to revise the
timings of Pre-School in all the Anganwadi Centres in the State.
However, due to increased hours of working, the wages for Anganwadi
Workers & Anganwadi Helpers may be enhanced by Rs.500/- and
Rs.250/- per month respectively. Hence, there will be an additional
financial implication of Rs.75,68,07,000/- per year which may be
provided under the Normal State Plan.<br />
<br />
6. The Government has examined the proposal of the Commissioner, Women
Development & Child Welfare Department, Hyderabad and in
modification of GOs cited, accords permission for extending <b><i><span style="color: #cc0000;">the timings of Pre-School of Anganwadi Centres till 4.00 pm from November, 2013.</span></i></b> The Government also enhances <b><i><span style="color: blue;">the honorarium of Anganwadi Workers & Anganwadi Helpers by Rs.500/- and Rs.250/- per pm respectively</span></i></b> and thereby sanctions an additional budget of Rs.75,68,07,000/- per annum under Normal State Plan.<br />

Hyderabad shall take necessary action in the matter accordingly.<br />
